Current gate: Backend Phase 1 local database implementation is blocked until Austin gives explicit approval. Everything before that gate remains safe-off, fake-data-only or public-safe build documentation.

The next branch would create real local database write capability. It stays blocked until the owner explicitly approves local-only, fake-data-first, reversible implementation with no production deployment.
